my country's high-end instruments and meters have long relied on imports. In recent years, the import and export deficit of my country's instruments and meters has been more than US$15 billion, which is more serious than that of machine tools and other bulk mechanical and electrical products. Take the large-scale scientific research (scientific) instrument for scientific research as an example. As of 2015, the total number of large-scale scientific research instruments in China's universities, testing institutions, scientific research institutes, and transformation institutes was 61,251 units/set. Among them, the total number of imported large-scale scientific research instruments was 46,127 units/set, accounting for China's existing 75% of large-scale scientific research instruments are imported from developed countries such as the United States, Germany, Japan, and the United Kingdom; in fact, starting from the "Eighth Five-Year Plan", the proportion of large-scale scientific instruments imported by our country’s central and local scientific research institutes and universities Maintained at more than 90%, the proportion reached 95.9% during the "Eleventh Five-Year Plan" period.

In the classification of my country’s national economic industries, the instrumentation industry belongs to the manufacturing category, which is divided into 6 medium categories and 20 subcategories. The classification is shown in Table 1. In addition, in the special equipment manufacturing industry, the “medical diagnosis, monitoring and "Therapeutic equipment manufacturing" also includes part of the instrumentation industry. When the Instrument and Meter Industry Association makes statistics on products, it refers to the sub-categories of the instrument and meter manufacturing industry, mainly including industrial automatic control systems and devices, electrical instruments and meters, drawing calculation and measuring instruments, experimental analysis instruments, testing machines, and supply measuring instruments. The names of meters, optical instruments, weighing instruments, special instruments for geodetic surveying and mapping, electronic measuring instruments, medical instruments and other instruments and meters are slightly different from the descriptions of the industry classification. For scientific instruments and equipment, our country also has classification and code standards for large-scale scientific instruments. The standard divides large-scale scientific instruments into 18 general-purpose large-scale scientific instruments and 13 special-purpose large-scale scientific instruments. my country's instrumentation industry has a history of more than 70 years of development, and has successively experienced stages of private, state, and capitalized operations. Since the “Twelfth Five-Year Plan”, the development of the instrumentation industry has received more systematic national support. The National Natural Science Foundation of China has set up a special project for the development of major scientific research instruments, the Ministry of Science and Technology has established a special project for the development of major scientific instruments and equipment, and the Ministry of Industry and Information Technology This development policy guides and supports instrumentation companies to implement corporate upgrades and technological transformations. At present, my country has basically solved the problem of instrument varieties, but we should clearly realize that our country’s instrument development has been in a state of tracking for a long time, basic research is weak, and products are concentrated in the low-end, high-end instruments and leading-edge A large number of scientific instruments in China rely on imports, and our self-developed instruments and meters generally do not work well. Facing the current new economic and technological situation, as well as the needs of the era of the Internet of Everything, the instrumentation industry must fully understand the status quo and problems of its own development, address these problems, and combine my country’s national conditions from top-level design, industry management, technological innovation and industrial development. In-depth thinking in four aspects, and development suggestions from the industry ecology, service platform, original innovation and quality foundation, etc., in the hope that these suggestions can provide valuable references for the industry’s policy planning, industrial upgrading and enterprise development.
